The purpose of this notice is to advise all parties that the Florida Department of Financial Services, Division of Workers' Compensation has issued an Informational Bulletin regarding the 2015 Health Care Provider Reimbursement Manual. View the Informational Bulletin on the DFS website here:


The policies and reimbursement allowances identified in the Health Care Provider Reimbursement Manual will NOT go into effect until the manual has been ratified by the legislature. The purpose and effect of the rule is to update the schedule of maximum reimbursement allowances to 2014 Medicare reimbursement rates as adopted by the Three Member Panel on 01/22/2015.


The Division will send out a subsequent notice to alert all parties when the manual becomes effective.

Medicare Scales Back Narrative Requirement for Certification of Home Health


Medicare has changed the physician documentation requirements for certification of home health care for dates of service effective January 1, 2015. While clinicians still need to certify benefit eligibility and a face to face encounter is still required, the need for extra documentation (e.g., the "narrative") has been scaled back or eliminated.Click here to read more.




Nursing homes increasingly billing Medicare for "ultrahigh" therapy


On its front page, the Wall Street Journal (8/17, A1, Weaver, Mathews, McGinty, Subscription Publication) examines Medicare's payments to patients getting ultrahigh therapy, which is defined as at least 720 minutes per week, noting that an analysis of billing records found that the rate averaged about $560 a day in 2013. The Journal adds that its analysis found that since Medicare adopted the payment rules in 1988 to replace paying based on costs, nursing homes have billed for increasing levels of therapy, noting that in 2002, nursing homes provided ultrahigh therapy on seven percent of days they billed Medicare, but in 2013 that number had risen to 54 percent.

The FOSBoard of Directors is pleased to announce an Emerging Leaders Retreat to take place November 20-22 at the Biltmore Hotel in Miami, Florida.Dr. Carlos Lavernia, President, will be the host of the retreat.


The retreat is designed to identify and provide a platform for a dozen future leaders within the profession. It is our hope that the orthopaedic surgeons selected will lead our organization for the next 10 to 20 years. The program will include presentations on leadership and organized orthopaedics and will include a number of invited speakers including AAOS President, David Teuscher, M.D.


FOS will pay for transportation and hotel rooms for those surgeons selected to participate.


Candidates for consideration must be Board Certified and 45 years old or younger. Interested members will need to submit an application for consideration by Friday, September 4, 2015. The application should include their CV as well as a brief statement (under 500 words) on why they would like to be selected for participation.
